A man accused of holding his family hostage inside a North Huntingdon home earlier this month was arrested Thursday. Police said Joshua Brisson is accused of holding his girlfriend, mother and mother’s boyfriend hostage for more than eight hours on May 4. Authorities said Brisson took all of their cellphones and threatened them with knives. Officials said they found out about the incident when Brisson’s mother’s boyfriend sent an email to his brother describing what had happened. The victims told police they didn’t come forward because they’re afraid of Brisson. According to police, the hostage situation ended when Brisson fell asleep after drinking more than 20 beers. Neighbors told Channel 11’s Courtney Brennan they also feared for their safety when it came to Brisson. “I’m sure he had them all scared and I don’t know how long he had them in there before this all broke open,” one neighbor said. The ban took effect two months ago and in that time, police have stop 236 drivers statewide. “It actually really makes me mad when I see people texting while driving,” said driver Erica Sanders. “It's dangerous, it really is.” Investigator Rick Earle discovered one of the hot spots for citations is in Western Pennsylvania. Allegheny County is second on the list of counties for the most tickets with 25. Beyond that our research showed most local departments only issued a handful of tickets, if that. Pittsburgh topped the list in Allegheny County with five citations. North Fayette, Hampton, Northern Regional Police, Ross, Jefferson Hills and Bethel Park each have two citations. Robinson, Scott, Brentwood, Collier, Ohio Township, McKees Rocks and State Police Pittsburgh each have one. However, outside of Allegheny County there has been very little activity. There have been three citations in Westmoreland and Beaver Counties; one in Fayette, Indiana and Butler, and none in Washington County. “We have no citations for that infraction or warnings,” said Lt. Matt Holand of West View Police. Because dialing and talking on a cellphone is still legal, West View Borough Lt. Matt Holland said it is tough to tell what a driver is doing. “It’s a hard law for us to enforce,” he explained.
